State of Massachusetts enacts new law MGL Chapter 453 Section 3b requires homwowners to upgrade oil lines if in direct contact with the floor surface (2009) – The State of Massachusetts recently enacted a new law, MGL Chapter 453 Section 3b, which requires home owners to upgrade the oil line between the tank and burner if it is in direct contact with a floor surface. The upgrade consists of installing a new line with a continuous non-metallic sleeve or installing an oil safety valve. After the upgrade, you can purchase additional pollution insurance coverage. This additional coverage is optional, but homeowners must be in compliance by July 1, 2010. We strongly advise having the upgrades done as soon as possible for two reasons: 1. The upgrade is done to prevent undetected oil leakage and possible costly environmental issues. 2. The cost of materials and labor are constantly rising. Waiting will likely make it more costly.
